# The Nuclear Buildout Has Left the Announcement Stage and Started Pouring Concrete

TerraPower received its construction permit for the Natrium reactor in Wyoming in March and broke ground in April. Kairos Power started building its second test reactor the same month. A US-Japan partnership announced in March commits some $40 billion toward deploying small modular reactors in Tennessee and Alabama, targeting three gigawatts of capacity.

Those are permits and shovels rather than press releases, which is the distinction that matters in this sector. Nuclear has produced a decade of ambitious announcements and very little steel, and the current cycle has quietly crossed from one to the other.

 Dear Reader,

Wall Street tells you to look at balance sheets.

I look at what the Pentagon tries to hide.

Recently, the founder of a tiny, under $5 space company gave a presentation to private investors.

He showed a single slide.

It listed the nations currently capable of *sustained supersonic flight at extreme altitudes.*

China. Russia. France. Great Britain.

And a small Florida company.

The Department of Defense actually asked him to stop showing that slide.

They did not want the world to know that this tiny, publicly traded startup was operating at the exact same level as major military powers.

My private intelligence contact, the man I call my Financial 007…

Uncovered [exactly what this company has built](https://track.insiderclk.com/iryk/1M9422?ref=millionaire-insiders.ghost.io).

It is a technology so advanced that it solves the biggest cost problem in the space industry.

A problem that even SpaceX has not been able to crack.

And right now, before the financial press finds out, you can still buy shares for less than $5.

But the window to get in before the market catches on is closing fast.

**P.S.** Some insiders have already taken their positions. Lockheed Martin and the United States Air Force are already paying customers. You have a choice. You can read about this after the stock price explodes, or you can get the ticker symbol right now. ### The target is a quadrupling

Federal policy set the frame in 2025: expand US nuclear capacity from roughly 100 gigawatts to 400 by 2050, with ten large reactors under construction by 2030 and five gigawatts of uprates to existing plants by 2029\. Uprates are the least glamorous and most reliable part of that plan, because squeezing more output from a reactor already licensed and running avoids most of what makes new nuclear slow.

The restart programme works on the same logic. Palisades in Michigan is drawing on a federal loan of up to $1.52 billion to bring a closed plant back, and a $1 billion loan closed last year for the Crane site in Pennsylvania. Restarting a mothballed reactor is expensive and difficult, and it is still faster than licensing a new one.

The demand side is what changed the economics. Data centers want power that runs around the clock and carries no carbon accounting problem, and they are willing to sign long contracts to get it. That is precisely the customer profile nuclear needs, and it did not exist at this scale five years ago.

### Fuel is the bottleneck nobody sees

**Whitmore's Watchlist:**
**CCJ** (Cameco Corporation): One of the largest publicly traded uranium producers, upstream of every reactor in the programme.
**LEU** (Centrus Energy Corp.): Domestic enrichment, including the high-assay low-enriched fuel most advanced designs require.
**NLR** (VanEck Uranium and Nuclear ETF): Diversified exposure across miners, fuel and the utilities that operate the plants.

Most advanced reactor designs need high-assay low-enriched uranium, and the United States has almost no commercial capacity to make it. That is why the Department of Energy awarded $2.7 billion for enrichment in January, including $900 million split among three companies for enrichment services over the next decade, alongside smaller awards for next-generation enrichment technology and fuel transport containers.

A reactor without fuel is a very expensive building. The fuel supply chain takes years to build and is the single most common reason advanced reactor timelines slip, which makes enrichment capacity a more informative thing to track than reactor announcements.

There is a recycling programme too, aimed at a genuinely striking inefficiency: conventional fuel gives up less than 5% of its energy content before being treated as waste. Nothing there is close to commercial scale, but it is where a meaningful part of the federal research money is going.

### How to hold a twenty-year theme

The uncomfortable feature of nuclear as an investment is the mismatch between the timeline and the market. Plants take a decade or more, while the stocks trade on quarterly news flow and have repeatedly run far ahead of anything operating.

That argues for treating this the way one treats other long-cycle infrastructure: sized for a horizon measured in years, expecting the price to move on headlines that do not change the physics, and paying more attention to permits, fuel contracts and groundbreakings than to memoranda of understanding.

It also argues for distinguishing between the parts of the chain with revenue today and the parts with revenue in the 2030s. Uranium miners and enrichment firms sell into existing reactors right now, and the buildout adds to a business that already exists. A developer whose first commercial unit is a decade out is a different instrument entirely, closer to venture capital wearing a ticker symbol.

The policy support is real but it is also political, and a programme dependent on federal loans and executive direction carries the same durability question as every other executive-led policy in this environment.

**Whitmore's Take**: The signal in nuclear right now is construction permits and enrichment contracts, not capacity targets for 2050\. Those are the milestones that turn a policy goal into an operating plant, and they are slower and less exciting than the headlines.
